本書は、小島嶼開発途上国（Small Island Developing States: SIDS）における法制度、人権、司法アクセス、ガバナンスに関する現状と課題について、太平洋・ポリネシアに浮かぶ島国「ニウエ（Niue）」 をケースとして分析した研究書です。
ニウエは、小島嶼開発途上国の中でも、これまで学術的議論が限られていた国家でもあるため、ニウエの法制度だけではなく、社会や文化について知ることができる貴重な一冊でもあります。

編著者の高橋麻奈准教授は、開発法学およびグローバルガバナンスの観点から、小島嶼国における法制度の特徴や人権保障のあり方、またあるべき法整備支援の在り方のグローバル社会の責任について研究を行っています。本書はその研究成果の一端をまとめたものです。
また、共同著者には、ニウエ人弁護士で、ニウエで国会議員も務めるKahealani Sinahemana Hekau 氏 を迎え、ニウエ社会と法システムについて多角的な視点を提示しています。
